Nolanda came to Maryland in the late ’80s to attend the College of Notre Dame where she graduated in 1992, with a Bachelors in Psychology and Criminal Justice, and never left. Maryland became her home. She later received her Masters Degree in Criminal Justice from University of Baltimore in 1999.She has been a resident of Harford County for the past 4 years, where she lives with her husband who is in Law Enforcement in Baltimore City. Throughout her career, she has dealt with legislative issues that affect Harford County and other areas of the State of Maryland. Currently, she is the Family Support Services Coordinator at the Cecil County Circuit Court and has served in this position since 2005. In her position as Coordinator, she provides services to families who are currently separating or divorcing and/or having child custody and visitation disputes. She also works with families who are dealing with domestic violence, and child protection services matters. Nolanda is a current Mediator and Parent Coordinator. Nolanda is also a Clinically Certified Forensic Counselor.
Prior to her employment with the Cecil County Circuit Court, she was employed in many different aspects of working with children and families in the following areas: Foster Care for Baltimore City Department of Social Services, Baltimore County Coordinator of the UMBC-Choice Program a Juvenile Service intervention program- provided intervention services to over 300 juvenile offenders; Child and Adolescent Therapist for the North Baltimore Center where she provided individual and family therapy to children and adolescents who had mental health diagnoses; and Behavioral Therapist for the University of Maryland, providing behavior management daily to children in Baltimore City Elementary Schools and Family Support Centers. Nolanda has trained teachers, educational support staff, case managers of community programs; and parents in working with children with mental health disorders, behavior problems, special needs children, and other various topics surrounding children and families. More recently, Nolanda presented at the International Conference in Toronto on The Voice of the Child in Court Proceedings. Nolanda’s organizational memberships include The National Association of Family and Conciliation Court (AFCC) since 2006, has been a member of the National Association of Forensic Counselors since 2012, current President of the Maryland Chapter of the AFCC, and on the National AFCC Task Force for Diversity, Equity, and Inclusivity. Recently, she has been asked to serve on the Maryland’s Democratic Party African American Diversity Leadership Council (AADLC).
“I have helped so many people in various walks of life who have experienced unbelievable challenges and now I want to help you, to feel safe in your neighborhoods, create more funding for mental health and substance abuse, provide more opportunities for our children, and resources for our underprivileged and the homeless in our communities. I am a Democrat, and the race is about to start for me and for you. Like any race, it can feel like a marathon, but I am up for the challenge. Help me cross the finish line and win the race to create change for all of us.
It's hard for people to accept change, but it's time for changes to be made. Harford County needs it! Help me make a change one step at a time.
My career has been dedicated to working and advocating for children and families. My goal will be to continue to advocate for children and families to receive appropriate health care, mental health and substance abuse services. I want to address the issue of homelessness, and develop adequate housing for those who have fallen on tough times. I would like to see improvements within our schools as we need to increase the number of teachers and support staff. Finally, I want to assist those who need to be represented and navigate the court system in family law and domestic violence cases.
Nolanda’s organizational memberships include The National Association of Family and Conciliation Court (AFCC) since 2006, has been a member of the National Association of Forensic Counselors since 2012, current President of the Maryland Chapter of the AFCC, the Co-Chair on the National AFCC Committee for Diversity, Equity, and Inclusivity, and on the Maryland Democratic African American Diversity Leadership Council. Nolanda is also an Ex Officio Member of CASA of Cecil County, the program she began in 2015. She is a member of the Harford County NAACP and Progressive Maryland.
